Usually, "Tora" means "Tiger" in Japanese language but if you refer to Pearl harbor attack, it means, "we launched first torpedoes" (torpedoes attack = RAigeki) in a secret Morse code of the imperial navy. If it began with bomb attack "Toba " should have been sent (bomb attack = BAkugeki). The choice of those 2 weapons was conferred to the local commander due to incertitude before the attack.
